COLOMBIA: Affluent are to face new one-off war tax

A clear sign of President Alvaro Uribe's confidence that he will be re-elected on 28 May was that he did not wait until after the elections to announce that he intends to levy a new tax to finance the internal war. It did not harm his case that shortly after his announcement the military were able to claim a major success in the campaign against the Farc guerrillas.
